Yes. Strollers are permitted. That does not mean every bit of the route is easy with one, but it is not a blanket ban.

Two-year-old, stroller, morning visit. I only need the permission bit first: allowed inside, yes or no? We can deal with stairs/crowds if it is actually permitted.
